ECONOMIC DEVELOPMENT

The Department of Building, Planning and Zoning coordinates economic development efforts under the direction of the DeWitt Economic Development Committee and in cooperation with local, county, state, federal and private development groups. The Greater Syracuse Economic Growth Council brings together 20 organizations whose sole purpose is to enhance community prosperity and opportunity through economic growth. Following are some of the most helpful economic development aid programs presently available.

Empire Zone Program (EZ)


Industrial Access Program (IAP)  -
The New York State Deptpartment of Transportation’s IAP program funds up to one million dollars as a grant/interest-free loan (60/40) with a five year payback for industrial access projects (non-  residential and non-retail) which have a municipal sponsor. Soft and hard costs as well as property acquisition are eligible for coverage. 

Industrial Finance Program (IFC) - L
arger environmental management projects (such as wastes management, pollution control, brownfields remediation, etc.) involving minimum loan amounts of $1.5 million, are eligible for low-cost finaning from the New York State Environmental Facilities Corporations. Financing runs 1 to 2 % below market interest rates and can cover both soft and hard costs.

Property Tax Abatement 485(b) – 
partial exemption for commercial and industrial real property investment of $10,000 or more is available to owners. Generally, the amount of the exemption is 50% of the increase in the assessed value attributable to the improvement with a 5% declining exemption each year to the tenth year.

Onondaga County Economic Development Office AND Industrial Development Agency

Business Improvement District (BID) - If you and other nearby businesses have needs that only the Town can serve, a BID may provide the mechanism to deliver public services or improvements not otherwise available in your neighborhood. Contact the D&O office to discuss your neighborhood service or special facilities needs.
